Israel passed a law mandating death by hanging — exclusively for Palestinians. We drafted the identical law targeting Israeli nationals in the United States. Every word. Every provision. We're asking Congress to vote on it.

On March 30, 2026, the Knesset voted 62–48 to mandate death by hanging for Palestinians convicted of fatal attacks. Mandatory. No appeal. No pardon. 90 days from sentencing to execution. Jewish Israelis are explicitly written out of the law. The US State Department called it Israel's "sovereign right."
The PASCA Act is a word-for-word structural mirror. We substituted "Palestinians" with "Israeli nationals." The special tribunal. The simple majority conviction. The mandatory hanging. The 90-day window. The no-appeal rule. The explicit exemption for Americans. Identical.
We're not asking Congress to pass it. We're asking them to vote on it — and answer one question on the record. A yes vote endorses ethnic capital punishment. A no vote acknowledges the Israeli law fails the equal protection test the US is treaty-bound to uphold.
